Sanctuary Cities: Mayors Protecting Immigrant Communities under the Trump Administration

Abstract: Donald Trump was inaugurated on January 20th, 2025. In his new presidential term, he has attacked and targeted immigrant communities by conducting large-scale ICE Raids in sanctuary cities than his previous presidency. This has created a rise of fear and anxiety among immigrant communities. Sanctuary cities are jurisdictions where there is limited cooperation with federal agents. The goal of this research is to examine the mayors of sanctuary cities to determine whether they are protecting vulnerable immigrant communities. The methods for this research include a literature review from 2015 to 2025 of scholarly and news articles. Chicago and Los Angeles mayors have been taking steps to protect their vulnerable communities by passing executive orders such as “ICE Free Zone” and Executive Directive NO. 12. New York City’s former mayor, Eric Adams, has a mixed stance when it comes to protecting his vulnerable communities. He had shown in favor of working with the administration, but later on he had reportedly stated for ICE agents to not be in immigration court hearings. The implications for this study are that, although the Trump administration is taking forceful measures, some sanctuary city mayors are taking steps to protect their communities. Currently, the TRUST Act is
in place and helping to solidify and enforce safety for these cities. Recommendations for this policy call for the expansion of the TRUST Act policy across all states to ensure the safety of immigrant communities
